Senior Program Manager, Training and Technical Assistance - Posted May 9, 2024

Health Outreach Partners is seeking a full-time Senior Program Manager,  to join our team of socially-minded individuals fighting for increasing access to health care. This position will play a critical role in supporting and expanding our work on a broad range of projects that focus on health equity, leveraging collaborations and partnerships, and addressing the root causes of inequities, including structural racism and social determinants of health. The ideal candidate is a dynamic professional with program design and planning experience, facilitation skills, works collaboratively on teams, and has a proven record of championing racial equity and social justice.  

Roles and Responsibilities

The Senior Program Manager (SPM) reports to the Executive Director (ED) and will work in partnership with the Deputy Director (DD) as required. The position is a member of the team that leads, develops, coordinates and implements HOP’s training and technical assistance (T/TA) to strengthen the capacity of community health centers, other safety net organizations, and co-leads HOP’s client services work. The SPM contributes to the overall organizational and programmatic strategy, in collaboration with the Executive Director and HOP program staff. This is a full-time position and requires approximately 25% travel.  The position is currently a hybrid of remote work and working in our downtown Oakland office.  Salary range: $70,000-$95,000 – annually 

Program Development and Project Management

  • Lead and manage multiple projects simultaneously consisting of developing and implementing project work plans; monitoring and evaluation of services; reporting of project outcomes; and the timely completion of project deliverables
  • Provide on-site training and technical assistance to health centers, primary care associations, and health center control networks per HOP’s project goals
  • Develop, plan, facilitate, monitor, and evaluate regional and site-specific trainings, convenings, and webinars
  • Develop, update, and maintain training curricula and supporting materials
  • Work with the HOP program team to develop publication materials and resources for technical assistance and training designed for and with input from health center audiences
  • Plan and provide intensive consultation services, including outreach program assessments, needs assessments, and other facilitated planning consultations, develop work plans and data collection tools, conduct data analysis; and report and disseminate findings and recommendations
  • Conduct national assessments of outreach program needs; disseminate findings and recommendations to partners/collaborators
  • Participate in writing and submitting required progress reports/updates for funders
  • Participate in local, regional, and national conferences, including serving on planning committees, developing abstracts, conducting presentations, and attending conferences for networking and professional development
  • Creatively improve project workflow and efficiency
  • Point of contact with partners for collaborative projects under our HRSA activities
  • Identify and disseminate outreach best practices

Client Services

  • Manage HOP’s client services and training and technical assistance (T/TA) for the organization’s earned income activities
  • Work with the Executive Director to secure new T/TA contracts and opportunities for expansion
  • Assist the Executive Director in developing client relationships, responding to client requests, assessing potential client’s needs, recommending staffing for client projects, and developing and finalizing scopes of work and budgets
  • Track, analyze, and respond to training and technical assistance requests in partnership with the Deputy Director and Executive Director
  • Provide guidance and development of a fee-for-service platform 
  • Work with the ED and DD to integrate services into the organization’s business plan
  • Collaborate with the Executive Director and Deputy Director to develop proposals for grants and contracts
  • Grant and proposal planning and writing

Strategy, Advocacy, and Development

  • Conduct networking and marketing activities to engage clients that fit HOP’s organizational priorities and funding commitments
  • Provide creative strategic direction on new program content, planning, and expansion of current programs, in collaboration with the Executive Director
  • Provide organizational and programmatic direction on topics related to health equity, structural competency, public health principles and frameworks, and other key-related issues
  • Contribute to organizational learning and development by using evaluation findings, client debriefs, and staff input to strengthen HOP’s operations, services, and impact.
  • Cultivate relationships and maintain consistent communication with clients, partners, and key stakeholders in collaboration with the Executive Director and Deputy Director.
  • Participate in strategic planning
  • Provide insight and recommendations for legislative, administrative, and communications strategies to promote, protect, and improve HOPs mission and vision in the community
  • Participate and contribute to internal strategic planning processes in collaboration with other members of the leadership team.

General Agency Duties

  • Foster an environment that promotes trust, cooperation, and direct communication among staff, leadership, and clients
  • Contribute to the communications team/strategy
  • Work with the Executive Director to formulate a client services annual budget
  • Attend staff, leadership, and program meetings and staff retreats
  • Actively participate in planning organization-wide events such as annual retreats, meetings, holidays, fundraising, and other events
  • Other duties as assigned or necessary


Qualifications and Skills

  • At least 4 years of experience providing training, facilitation, consultation, and/or other capacity-building support.
  • Demonstrated experience with curriculum development, adult learning, and/or empowerment education methodologies.
  • At least 3 years of experience in a health-related field, including health care administration, provision of health care or support services, social work, counseling, etc.
  • Experience working with vulnerable populations (i.e., individuals experiencing homelessness, immigrants, rural populations, low-income populations, elderly individuals, and others).
  • Demonstrated experience with program planning, implementation, and evaluation

Education

  • Master’s degree in Public Health, Social Work, Health Care Administration, Health Education, or related fields preferred.
  • Bachelor’s degree in similar fields plus professional experience in similar fields required

Skills and Knowledge

  • Spanish/relevant language competence
  • Strong project management and organizational skills
  • Strong writing and verbal communication skills
  • Research experience, including qualitative and quantitative  data collection and analysis
  • Knowledge of health care payment models, including value-based payment
  • Understanding public benefits programs
  • Proficiency with computer systems, cloud-based and MS Office required
  • Able to work as a team member in a fast-paced environment
  • Strong multi-tasking skills
  • Knowledgeable about public health issues including the social determinants of health that impact vulnerable communities
  • Commitment to diversity, equity, and inclusion in the workplace
